Plumbing Contractor (Commercial) (license)
Ohio's statewide plumbing contractor licence, issued by the OCILB under Ohio Revised Code Chapter 4740. Authorises the holder to contract for plumbing work on commercial construction projects across Ohio. By statute (ORC 4740.01(F)), 'construction project' explicitly excludes residential buildings as defined in ORC 3781.06 — the OCILB licence covers commercial construction only. The licence must be assigned to a contracting company; a licence that is not assigned is placed in inactive status. The licence is issued to the individual who passed the examination and must be assigned to one contracting company at a time.
- Standard (tradesperson experience route). Experience: Five years of experience as a tradesperson in the plumbing trade immediately prior to the application date, working under a licensed plumbing contractor on projects that required a permit. Tax documents (W-2s or Schedule C Form 1040) for the last five consecutive years are required, plus one of the following to verify experience: minimum 1 permit per year for each of the last 5 years obtained by the licensed contractor the applicant worked under (sewer service, water service, gas service and drain cleaning permits do not qualify); OR a current Journeyman card in the plumbing trade; OR a Certificate of Completion of a state- or US DOL-approved plumbing apprenticeship programme; OR proof of 40 hours of OCILB-approved continuing education in plumbing code completed as live or virtual instruction only (self-guided courses are not accepted for this pre-licensing purpose). Must be at least 18 years of age. Must be a US citizen or legal alien with documentation. BCI and FBI background check required before sitting the examination (after Board approval). Must maintain $500,000 contractor liability insurance under one contracting company name. Must not have been convicted of a disqualifying offence as defined in Ohio S.B. 337.
- Professional Engineer route. Prerequisite: Current registration as a Professional Engineer in Ohio Experience: Three years of business experience in the construction industry in the plumbing trade Same age, citizenship, insurance, and background check requirements as the standard route.
- Government inspector route. Experience: Five years of experience as an Ohio government inspector in the plumbing trade Same age, citizenship, insurance, and background check requirements as the standard route.
- Out-of-state licence holder route. Prerequisite: Substantially similar plumbing contractor licence issued in another state Experience: Five years of tradesperson experience in the plumbing trade; proof of at least 5 authorisations for construction, erection, equipment installation, alteration, or building addition in the out-of-state jurisdiction; at least one tax return reflecting income earned under the out-of-state licence The contracting company with which the applicant is employed in their out-of-state jurisdiction must be either licensed as a foreign corporation in Ohio (ORC 1703.04) or registered as a foreign LLC in Ohio (ORC 1706.511). Same insurance, age, citizenship, and background check requirements. Out-of-state applicants must still sit and pass the Ohio examination.
- Military service member or veteran route. Experience: Actively engaged in substantially similar plumbing activities in the uniformed services for at least 3 of the 5 years immediately preceding the application date Training: DD214 training records must be submitted with the application Same insurance, age, citizenship, and background check requirements. Supporting training certificates, job evaluation reports, or commanding officer letters may also be submitted.
Other fees: Reactivation from inactive (escrow) status — $60 (OCILB (applies outside the renewal period; during the renewal period only the $60 renewal fee applies))
Licences renew annually. All OCILB licences an individual holds expire on the same date — the expiration date of the original licence. The renewal period opens 90 days before the expiration date. Within one calendar year of expiry, the Plumbing section may waive renewal requirements and charge a late filing fee. Beyond one year the licence cannot be renewed and the individual must reapply. A licence may be placed in inactive (escrow) status; reactivation requires completing CE for the inactive period (capped at 30 hours cumulative) and paying the reactivation fee. A licence assigned to a contracting company remains valid for 90 calendar days after the individual ceases to be associated with that company.
Continuing Education
Continuing education is required to renew:
- 10 hours per 1-year cycle — All active Plumbing Contractor licensees
10 hours of continuing education required annually per ORC 4740.04(G)(2)(a). No single specific course requirement may exceed 5 hours per year per ORC 4740.05(F). Courses must be provided by OCILB-approved training agencies. A licensee holding multiple OCILB licences owes only 10 aggregate hours per year total across all licences combined. A licensee returning from inactive (escrow) status must complete cumulative CE for the inactive period, capped at 30 hours total.
Reciprocity

Ohio has active reciprocal plumbing contractor licensing agreements with South Carolina, Tennessee, and West Virginia, confirmed from official OCILB pages on com.ohio.gov (verified September 17, 2026). Bond & Insurance
Bond: No statewide requirement. No surety bond requirement exists under ORC Chapter 4740 for plumbing contractors. Contractor liability insurance is required instead.
Insurance: Required. $500,000 contractor liability insurance required, maintained under one contracting company name only. Insurance must be maintained throughout the licence year; failure to maintain insurance is grounds for disciplinary action under ORC 4740.10(B)(1)(j) unless the licence is in proper inactive status. Proof of insurance (Certificate of Liability Insurance with OCILB listed as Certificate Holder) must be submitted when applying for the initial licence and kept current.

Ohio's commercial-only licensing model
Ohio's OCILB licence is specifically scoped to commercial construction. Under Ohio Revised Code 4740.01(F), the statute defines "construction project" to exclude residential buildings as defined in ORC 3781.06. The OCILB Plumbing Contractor licence applies to commercial, institutional, and industrial plumbing work — not to residential homes.
Residential plumbing contractors and tradespersons are regulated locally by cities, counties, and health districts. Ohio law (ORC 4740.12) preserves local authority to require registration, licensing, and fees for residential work. Local jurisdictions may also choose to require a state commercial OCILB licence for residential work in their area, but this is at local discretion — not a statewide mandate.

What the OCILB Plumbing Contractor licence covers
The OCILB plumbing contractor licence authorises contracting for plumbing work on commercial construction projects across Ohio. A contractor here means any individual or company that takes responsibility for plumbing work on a commercial project and either performs that work directly or employs tradespersons who do. The OCILB does not issue a separate journeyman or tradesperson registration — OCILB licences are contractor (Master) level only.
The licence assignment requirement
The OCILB licence is issued to an individual but must be assigned to a contracting company. A licence not assigned to a contracting company is automatically placed in inactive status. An individual may assign their licence to only one contracting company at a time. Work performed under an assigned licence is deemed to be under the personal supervision of the named individual, who is responsible for compliance with all licence requirements.
Eligibility pathways
Ohio offers five routes to qualify for the examination:
Standard tradesperson route
The most common path requires five years of experience as a plumbing tradesperson immediately before the application date, working under a licensed contractor on projects requiring a permit. Applicants must provide five consecutive years of tax documents (W-2s or Schedule C) and one of the following to verify the experience:

Out-of-state licence holder route
Applicants who hold a substantially similar plumbing contractor licence in another state may apply through a specific out-of-state pathway, provided their employing contracting company is registered as a foreign entity in Ohio. Out-of-state applicants must still pass the Ohio examinations.
Military service member or veteran route
Applicants who have been actively engaged in substantially similar plumbing work in the uniformed services for at least three of the five years preceding the application may apply with DD214 documentation.
Application process
Applications are submitted to the OCILB and reviewed by the Plumbing section, which meets approximately every two months. Applicants are notified by mail of the outcome. Once approved (approval is valid for one year), applicants must complete a BCI and FBI fingerprint background check before sitting the examination.
Applicants who fail an exam may retake it no sooner than 60 days after the most recent attempt. After five failures, the applicant must reapply before retaking.
Examinations
All applicants for an OCILB Plumbing Contractor licence must pass two examinations administered by PSI:
Plumbing Trade examination — 100 questions, 70% to pass, 4 hours, open-book. Tests knowledge of the Ohio Plumbing Code, drainage and venting systems, water supply, and isometric analysis.
Contractor's Business and Law examination — 50 questions, 70% to pass, 2 hours, open-book. Required for all contractor licence classifications. Once passed, the Business and Law exam remains valid for three years across multiple trade applications.
Both examinations are computer-based and available by appointment at PSI testing centres across Ohio and throughout the US. The examination fee is $69 per sitting — the same fee applies to first attempts and retakes. A standard applicant sitting both examinations for the first time pays $138 in total exam fees.

Insurance
All active OCILB plumbing contractor licensees must maintain a minimum of $500,000 in contractor liability insurance, held under one contracting company name only. Failure to maintain insurance is grounds for disciplinary action.
Continuing education
All active OCILB plumbing contractor licensees must complete 10 hours of continuing education per year. No single specific subject requirement may exceed 5 hours per year. Courses must be provided by OCILB-approved training agencies. A licensee holding multiple OCILB trade licences owes only 10 aggregate hours per year across all licences combined.
A licensee returning from inactive status must complete CE for the period of inactivity before reactivating, up to a maximum of 30 hours cumulative.

- Some jurisdictions require registration or a local licence
- Some jurisdictions may require an OCILB commercial licence even for residential work — confirm with the relevant local authority
